We’re preserving precious drinking water supplies by bringing recycled water to Frankston North for use at multiple Frankston City Council sporting facilities and the National Golf Club.

 

We’re developing a new pipeline to deliver Class A recycled water to 4 sites in Frankston North, including local football, cricket and soccer grounds and The National Golf Course - Long Island. By supplying recycled water to local sporting grounds and a world class golf course, the scheme will help preserve drinking water supply, regardless of changing climate conditions. The project will cost approximately $5 million of which the Victorian Government has committed $1,332,500. The rest will be funded by South East Water and customers of the scheme, which include Frankston City Council and the National Golf Club.

What we're doing 

The Monterey Recycled Water Scheme will see the construction of 2.3km of new pipeline to deliver Class A recycled water to 4 sites in Frankston North, including local football, cricket and soccer grounds and The National Golf Course - Long Island. 

The construction of the Monterey Recycled Water Scheme (RWS) network has been awarded to our Industry Partner Abergeldie, BMD & KBR Joint Venture (ABK). 

It is anticipated that recycled water will be available for use in early 2026

When it's happening

We'll start work on 19 May and expect to be completed by November 2025 (depending on the weather).

Construction will be Monday to Friday, between 7 am and 6 pm. On occasion we may need to work outside these hours for safety, technical or permit reasons. 

What might impact you

We’ll do our best to keep impacts to a minimum, however these are the kinds of things you might notice while we work:

  • Minor delays and lane closures with traffic management to guide road users around the work zone
  • Periods of noise when heavy machinery is being used, including reversing beepers.
  • More trucks on local roads and limited street parking
  • A temporary site set up and storage area in Lehmann Crescent

Our traffic management team will be around to make sure people, bikes and cars can move around safely.

We’re working with ABK to help us.

During the works ABK will have a temporary site compound at Monterey Community Park overflow carpark on Lehmann Crescent, Frankston North which will be secure and adhere to strict safety requirements.

You shouldn’t notice any change to your water or sewer services while we work. When we’ve finished the job, we’ll leave things how we found them and make sure we return any areas we’ve impacted as close as possible to their original condition.

Recycled water is ideal for irrigating some of those places we all enjoy as Melburnians, like sports grounds, parks and public spaces.

We also provide recycled water to a range of businesses such as market gardens, wineries, golf courses, turf farms, fodder production, wholesale nurseries, commercial laundries and for sand mining.

The high-quality recycled water for the scheme will come from Melbourne Water's Eastern Treatment Plant. You can find out more about the plant here. 

The recycled water will be supplied to local football, cricket and soccer grounds at Eric Bell Reserve, Monterey Soccer Fields, Pat Rollo Reserve, as well as The National Golf Club - Long Island.
